Navy not responsible for whale deaths reported

The National Marine Fisheries Service and the Washington State Department of Fish and Wildlife have confirmed that the Navy has no responsibility to investigate or prosecute cases of whale deaths in the Washington state waters.

Horsewhackers, a class of marine mammal, include blue whales, humpback whales, gray whales, sperm whales and porpoises.

The Navy's Animal Care and Use Committee's report, released in May, noted that there were 15 sightings of humpbacks in 2016.

The Navy did not respond to multiple requests for comment.

KWTX also spoke with state wildlife biologists that said the state did not have an official investigation into any whale deaths. In June, a state wildlife spokeswoman said, "the investigation is ongoing, however this does not appear to be part of the work underway at NOAA" at the time.

KWTX also requested documents that show how much money was given to the NOAA and how much money was expended on the NOAA whale research program at the time of the reports.

Theresa May has emerged from her speech in the Scottish Parliament as the political leader of the UK in a referendum debate in which opposition parties continue to hammer home the challenge facing her once again.

The prime minister was pressed repeatedly about her plans for British membership of the European Union – currently being pushed back, even by her own party, after the UK voted to leave it last June. She argued, for example, that EU law and institutions such as the European court of justice were being undermined by Brussels bureaucrats while her own cabinet had failed to tackle inequality and the effects of climate change.

But the Scottish independence leader urged May not to "rush to make the big mistake of leaving the Eu Union] without even an adequate plan to implement, let alone complete".

And the prime minister again came up short on what the EU needs, with the prime minister saying she was "not the one to be telling Europe which way it should take" on whether to remain or leave the bloc, arguing that the rest of the EU had already taken a decision: the UK is free to leave the EU. The chancellor, George Osborne, will meet Nicola Sturgeon on Thursday and talk of new "deep and special partnership" on behalf of the UK government, the prime minister said, before taking questions from the House of Commons leader, and a number of journalists.

Osborne, the Conservatives' economic secretary, was also asked if it was the job of the union of nations to "protect those who need protection, and ensure we protect people who need protection". His answer did little to help May's case on Wednesday.

"We need people that work together to fight this kind of terrible crime," he said. "But I think the prime minister does not know that we have a very powerful and strong union in this country. People who live in the north have got a very strong union, as does Northern Ireland. We have got many communities and parts of the world where people want to live together as a family and we have got a union that protects those who need protection, and is looking out for that."

The prime minister's remarks marked a remarkable reversal after she described EU integration as "a moral obligation" at the start of her speech, and said she would seek a "mutual agreement" on membership that left the bloc's leaders with little option other than to withdraw.
