Site-28 Command

The following memo has been designated mandatory reading for all members of Site-28 personnel.


Greetings all.

Following a series of complaints made surrounding specific members of anomalous personnel situated within Site-28, an in-depth review of each report was conducted. These reviews have helped to identify several issues with the current protocols regarding anomalous staff. With the help of the reporting parties, a revised set of protocols have been created to prevent these problems persisting. An explanation of the new policies surrounding anomalous personnel can be found below, and are considered required for all personnel, mundane or otherwise.

Vanishing Personnel
Several reports made have pertained to members of MTF-Theta-34 ("S.N.E.A.K.") and worries surrounding their abilities. These reports have expressed discomfort when members of this team become invisible outside of missions. While no direct evidence of inappropriate conduct from invisible personnel has been discovered, this has still been deemed inappropriate workplace conduct.

For the above reasons, personnel capable of disappearing, turning invisible, or otherwise evading perception will no longer be permitted to do so within a working environment. While we understand prevention of these transformations may cause discomfort described akin to holding one's breath for an extended period, this does not excuse acts of perversion and harassment taking place. It is unfair that other faculty are exposed to an unsafe work environment due to the behaviour of a small group. No exceptions will be made.

Shapeshifters
A number of reports have noted discomfort surrounding some shapeshifting personnel. These individuals, who will go unnamed to prevent retaliation, have noted that some personnel appear to be mimicking their physical characteristics. While members of the review team could not identify these changes themselves, we feel personnel know their bodies better than we do, and that their instincts are likely correct.

This behaviour is unacceptable. Effective immediately, shapeshifting personnel must maintain the same form as they appear on their official ID cards. Straying from this form for any reason will be considered an act of bullying and disciplined accordingly. As we are unable to discern natural and anomalous physical changes, both of these changes are prohibited.

If you are a person capable of transfiguration that is uninvolved with any of these incidents, understand that your privileges were removed due to the actions of your peers, and the risks your abilities pose to the comfort of anthropotypical personnel.

Non-physical Personnel
Several complaints surrounding the Department of Tactical Necromancy prompted a formal review. In doing so, the appearance and mannerisms of several members of non-physical personnel were identified as severe workplace distractions. The thought of consistently working in this environment frustrated auditors greatly, with these distractions also delaying the completion of this review by over thirty minutes. Due to these delays, no specific behaviours were noted at the time.

Moving forward, all personnel must put in the bare-minimum effort to maintain an appropriate appearance. This includes engaging in the space as though you are physical, even if you are not. It is selfish to disrupt the work of others, and directly contributes to a hostile working environment.


In an attempt to rectify some of the above reports and associated violations of these new policies, some individuals have been retroactively disciplined for their behaviour. This includes several individuals whose employment at the Foundation has been terminated, with new containment protocols now in place for each of them. These anomalies are permitted access to their personnel record for one month following their termination. This includes the reasoning behind this decision, and a copy of this document.

Finally, we would like to offer a special commendation to Researcher Paige Wright. Wright, as a member of several of these groups, has assisted greatly in the drafting of these new guidelines. Her maturity in co-operating was of vital importance when identifying problem behaviours within these groups. She remains an exemplary member of site personnel and someone for other members of these groups to look up to.

Further rules may be put in place should these issues persist.
